CCD (Business Improvement District)

Paul R. Levy
President and CEO
Paul is the founding chief executive of the Center City District, serving in that capacity since January 1991. The CCD is a $19.4 million downtown management district, which provides security, cleaning, place marketing, promotion, and planning services for the central business district of Philadelphia.
 
Steven Bussey
Vice President of Parks and Streetscape Operations
Steve has overall management responsibility for the Center City District’s three parks - John F. Collins Park, Sister Cities Park, and Cret Park. In addition, he is responsible for oversight of Dilworth Plaza construction and the installation and maintenance of all CCD streetscape improvements - lighting, landscaping, and directional signs.
 
William P. Hughes Sr.
Vice President of Public Safety and Cleaning Operations

Bill oversees Public Safety initiatives, which include the Community Services Representatives Program, the Center City District’s Crime Prevention Services Program, and its on-street cleaning operations.
 
Anthony E. Pipitone
Vice President of Finance and Administration
Tony is responsible for the management of a $19.4 million plus operating budget and day-to- day operations for the CCD and affiliated organizations. He oversees financial reporting, human resources, insurance and legal issues, and is heavily involved in programming and long-term strategic planning for the organization.
 
Michelle Shannon
Vice President of Marketing and Communications
Michelle oversees all aspects of the Center City District’s marketing and communication programs, including print, television and radio promotions, website content and design, media communications, events, retail attraction and other marketing and promotional activities in support of the Center City District’s mission.
